Use snakemake-minimal in conda env to reduce bloat

Snakemake full installation comes with a bunch of tools that are not useful to us. This could potentially cause issues down the line. I have had success using minimal snakemake installation in another project. To avoid potential problems in the future due to full-featured snakemake installation, it will be replaced with snakemake-minimal.
