Create amperenodes SLURM partition

The a100 gpus need to be accessible to the cluster users. Currently they are only available via the partition beta-openstack to folks in RC. We need to create an amperenodes and amperenodes-medium partition to match the "pascal" nodes partitions that are available to all users. That is, "ampere" is the gpu generation.
