Create non-sbatch versions of log processing commands

In some cases where the cluster is down and Slurm is unavailable, the split-info-file and convert-to-parquet scripts are not useful since they are based on sbatch for parallelization. Would be good to have versions that don't need to be run via sbatch but instead by a large VM
