Update RAPIDS and Python versions

RAPIDS recently updated its stable release to 25.02. Python 3.11 is a few minor versions behind as well. To mitigate future compatibility concerns as well as access new and improved processing functionality, update both RAPIDS and Python as well as any other necessary packages

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
