Enhance raw GPFS log splitting and compression script

These changes bring the script to split and compress GPFS logs more in line with scripts in other branches like !8 (merged) and !9. Options to control line count and accounting for whether the log has been compressed or not have been added. Help and usage messages have also been added or expanded. It now also automatically compresses all of the split logs instead of needing to do that separately.
