Add install instructions for Jupyter packages

Matthew K Defenderfer requested to merge mdefende/gpfs-policy:enh-add-jupyter-install-instructions into main

Packages necessary for using rc-gpfs were intentionally left out of the deps.yml file to keep it to the minimal set necessary to function. Added a subsection in the installation detailing the packages needed to install to run the environment as a jupyter kernel
