Update no-clobber for convert-to-parquet

Matthew K Defenderfer requested to merge mdefende/gpfs-policy:enh-update-no-clobber-for-parquet-conversion into main

Adds a no-clobber option to the convert function itself as well as adds logic to determine which log chunks don't have corresponding parquet files and use only the indexes for those missing files as opposed to stopping execution if any parquet files are found at all.
